Elijah had disappeared after being sent to stay with a man due to disciplinary reasons, resulting in neglect charges against his mother, Katrina Baur, and the man, Jesse Vang. The red and white plaid blanket that Elijah was said to have had with him when he disappeared was found in a rural area between Manitowoc and Two Rivers.
