European Union Validates the Legal Process for Designating Iran’s Revolutionary Guard as a Terrorist Organization


The European Union has found a legal basis to designate Iran’s Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization following a ruling by the Düsseldorf Higher Regional Court. The IRGC has been accused of various offenses including launching ballistic missiles, engaging in human rights abuses, and supporting militias in the Middle East. Adding a new entity to the EU’s terrorist list requires a judicial decision by one of the member states, and the Düsseldorf ruling has been deemed sufficient for this purpose. Following internal analysis by the European External Action Service, the proposal for designation has moved to discussions among member states. However, the final approval will require unanimity among all 27 member states.

The IRGC was established by Ayatollah Khomeini after the 1979 revolution in Iran to protect the Islamic system from internal and external threats. The organization operates independently from the country’s regular army and has significantly expanded its ranks, political influence, and economic power. The IRGC is split into several branches including ground forces, air force, navy, Basij militia, and Quds Force. The Quds Force conducts operations in other countries, often supporting local armed groups. The IRGC is believed to have an estimated 125,000 troops under its command and is considered one of the most powerful paramilitary organizations in the Middle East. Countries such as the US and Canada have already designated the IRGC as a terrorist organization. The proposal for the EU designation has received support from countries like Germany, France, and the Netherlands, as well as European Commission President Ursula von der Leyen and the European Parliament.
