In a significant development for the residents of Hoonah, the state’s local boundary commission has approved the petition to form Alaska’s 20th borough, now named the Xunaa Borough. The decision, passed in a 3-2 vote, allows residents to ultimately decide on this historical move.
This initiative expands Hoonah’s governance over over 10,000 square miles of previously unincorporated land, including Glacier Bay and Chichagof Island. Hoonah City Administrator Dennis Gray, Jr. emphasized the importance of local control, stating, “We’re not laying our future on the steps of somebody else.” This change is vital as tourism continues to grow in Southeast Alaska, particularly with cruise ships frequenting Icy Strait Point.
Despite the enthusiasm, concerns remain about the exclusion of neighboring communities like Gustavus and Pelican, which opted out of the proposal. Commissioner John Harrington acknowledged these issues but stated the decision was a step forward. The boundaries drawn for the new borough are a culmination of efforts over three decades, with previous attempts to establish a borough frequently facing opposition.
The petition initially faced significant scrutiny from commission staff, who raised doubts about its benefits. However, following approval, a special election will allow registered voters in the proposed region to vote on the new borough, promising a potential shift in local governance.
