Anchorage Mayor Suzanne LaFrance has announced four key leadership appointments in various city departments. Marjorie Harrison has been appointed as the new director of public libraries, bringing nearly 30 years of library and management experience to the role. Former Solid Waste Services executive Mark Spafford is returning as the deputy municipal manager, overseeing several utilities and departments. Bart Rudolph has accepted the permanent position as director of the Public Transportation Department, while Greg Soule has taken on the roles of director of Development Services and building official.

LaFrance emphasized the importance of hiring qualified and dedicated individuals to lead the departments, aiming to restore competence to City Hall. These appointments come after a period of departures of long-term staff and vacancies in key positions. Harrison, Soule, and Rudolph’s positions will require Assembly approval.

Spafford, in his role as deputy municipal manager, will be responsible for implementing the mayor’s climate and energy initiatives. He brings over 20 years of experience in various utility fields. The appointments signal a commitment to building a strong leadership team in Anchorage’s city government.
