Alaska Native Communities Express Outrage Over Biden’s ANWR Leasing Strategy


President of Voice of the Arctic Iñupiat, Nagruk Harcharek, expressed disappointment in the lack of interest in the oil and gas lease sale in the Arctic National Wildlife Refuge’s (ANWR) Coastal Plain. Harcharek highlighted that the comments made by the Department of Interior undermined the will of the Kaktovik community, the only community within ANWR. He criticized the Biden Administration’s decision to exclude Indigenous voices from Kaktovik in the policymaking process while prioritizing outside groups.

The lack of interest by bidders in the lease sale was attributed to years of inconsistent policy moves by the Biden Administration regarding indigenous North Slope Iñupiaq lands, hindering economic development in the region. The State of Alaska is suing the federal government over its actions in the 1002 area of ANWR, with Governor Mike Dunleavy expressing dissatisfaction with the Biden Administration’s approach to energy development in the Arctic. Charles Lampe, President of Kaktovik Iñupiat Corporation, criticized the administration for excluding Kaktovik from the policymaking process and making disingenuous moves regarding the oil and gas lease tracts.

Overall, the Voice of the Arctic Iñupiat called out the federal government’s flawed policy approach, which creates industry uncertainty and jeopardizes the economic and cultural future of Indigenous communities in the region. The organization emphasized the importance of Indigenous self-determination and collaboration in shaping the economic future of Alaska’s North Slope Borough.
