North Korea is set to deploy thousands of military personnel and deminers to assist with reconstruction efforts in Russia’s Kursk region, following a meeting between Russian Security Council Secretary Sergei Shoigu and North Korean leader Kim Jong Un. This announcement marks an expansion of the already deepening ties between the two nations, which have cooperated significantly during Russia’s ongoing war in Ukraine. North Korea has previously sent combat troops and conventional weapons to support Russia, claiming joint operations in the Kursk area.
Shoigu stated that Kim approved the dispatch of 5,000 military construction workers and 1,000 deminers to restore infrastructure and clear mines in Kursk. He described this assistance as “brotherly aid” from North Korea. Additionally, plans were discussed to erect memorials honoring North Korean soldiers who fought in the region.
North Korea’s state media confirmed discussions of cooperation but did not officially mention the troop deployment. Reports estimate that around 15,000 North Korean soldiers have already been sent to Russia, with some casualties during the conflict. The collaboration between North Korea and Russia raises alarm for the U.S., South Korea, and allies, as it could provide North Korea with technological advancements for its nuclear and missile programs.
Both nations, facing international isolation, have forged closer relations, evidenced by high-level visits and an evolving defense treaty. Concerns regarding the employment of North Korean workers have been raised, with South Korea’s foreign ministry labeling it a violation of U.N. sanctions. The U.S. has echoed similar concerns, suggesting that this relationship poses a threat to global security. In response, South Korea, the U.S., and Japan are strengthening their military collaboration amidst rising tensions.
